As far as I can see, and providing there are no errors being thrown elsewhere and that the "addScope" method is being called, your code is correct. How to Fix Blank Email Error when User Signs up with Facebook (through Omniauth)
Actually, there has been a lot of discussion about this issue in the omniauth-facebook repo. I think the user TeamRainless is the one who got closest to the answer: Some users have supplied a phone number which facebook uses as it's main authentication method instead of the email address. I believe the phone number is then encrypted and that becomes what the email address would normally be. Facebook API - User rate limit reached for a small number of requests per user token
It turned out that there was a nasty bug in the code which was really hard to reproduce, that sometimes forced the app to make API requests in a loop for 10-30 minutes in a row. Only a small percent of clients had that problem, but it was enough to bump into API limits. It seems that FB API calculates limits based on the number of users of the app, so even with a rather limited amount of calls we had a rate limiting problem. Another observation is that despite the fact that only a limited number of users were doing a lot of API calls, FB did limiting for all users. Hope that information will be helpful somehow to resolve similar issues.

I think this was happening because of the "visibility of posts made by the application" setting in the user account settings was "Only me". I had to go to my account settings then Apps and edit the Visibility of app and posts to "Public". I hope this will help others.

Jenkins email configuration - Test email configuration succeeds but email is not recieved by user
In order to get this to work, a valid email must be entered into the "System Admin e-mail address" field. That field is on the same page but is located in another section higher up. Without doing so, I too received a message that the email was successfully sent but I never received it. Once I set it, the test emails started to be received properly.

If you check the documentation for the /me call at https://developers.facebook.com/docs/reference/api/user/ you'll note that there is no reference to the user's zip or postal code.
