Stacked horizontal divs along bottom is hiding scroll bars under container scroll bar
Chrome was doing something wacky with positioning. Padding-bottom: 20px seemed to fix it in Chrome without screwing over IE or Firefox. I did not test on Safari, but it should work there too. body { overflow: scroll; } .outer { position: fixed; height: 200px; bottom: 0; left: 0; width: 100%; overflow-y: auto; border: 1px solid red; white-space: nowrap; padding-bottom: 20px; } .window { border: 1px solid blue; background-color: White; width: 200px; height: 100%; display:inline-block; white-space:normal; } .heading { color: purple; background-color: #c0c0c0; } .list { overflow-y: scroll; height: 100%; }

Tooltip in Bootstrap 3 has unwanted CSS effects in Firefox
Your first problem is the underline, which is dictated by the CSS text-decoration property. I'm not exactly sure why it's happening on Firefox (Chrome seems to have it correct, because text-decoration for your menu items is set to none). Here's a quick fix, but I'll see if I can find the cause. #iconrow a { text-decoration: none; } About the second question: I don't understand why you can't do this with CSS.

DISABLE the Horizontal Scroll
You can override the body scroll event with JavaScript, and reset the horizontal scroll to 0. function bindEvent(e, eventName, callback) { if(e.addEventListener) // new browsers e.addEventListener(eventName, callback, false); else if(e.attachEvent) // IE e.attachEvent('on'+ eventName, callback); }; bindEvent(document.body, 'scroll', function(e) { document.body.scrollLeft = 0; }); I don't advise doing this because it limits functionality for users with small screens.

horizontal scroll bar issues
The warning means that you can remove either the HorizontalScrollView or its "@+id/Html" LinearLayout parent view with no signicant loss to your layout. It occurs because HorizontalScrollView is the only child of the "@+id/Html" LinearLayout. I used to nest LinearLayouts like this until I learned to use RelativeLayout. I recommend that you get used to it too, it is much easier to handle layouts that way: http://developer.android.com/guide/topics/ui/layout/relative.html

Horizontal scroll not displaying for WPF datagrid

How can I tell if the horizontal scroll bar is displayed on a list box
You can check if the horizontal scrollbar is visible by calling LB1.HorizontalScrollbar As per the OP's comment, the above does not work. I would also say that hard coded numbers are bad practice, you can do something like this: How to scroll to bottom of ListBox? And then there is this as a way to autoscroll http://www.csharp-examples.net/autoscroll/ I haven't tried any of these but they should work. If you swap to a ListView this has an EnsureVisible function that does exactly the job you want.
