jQuery Mobile popup is not opening on .popup('open')
That's because when pageinit is fired, the poupup isnt ready for manipulation just yet. You need to use pageshow to get the popup to open. Here's what you do : Make the ajax call in pageinit. store the data in data attribute of the page. jquery multiple click()'s giving unexpected results on tooltip(NOT Jquery UI)

Is a cookie the only way for jQuery to open a popup only once per user or can jQuery handle IP validation?
I've said it countless times before and I'll say it again: IPs are a data delivery mechanism, not an identification or authentication tool. IPs are not guaranteed to be unique or stable in any way and are entirely unsuitable for identifying individual users at one machine. You need to store an identifier on the user's machine somehow to remember for that particular user what he did or didn't do. A cookie is the most obvious answer, local storage, WebDBs, Flash cookies etc. are alternative fallbacks.

If these buttons must appear every time a user goes near the combobox, then its probably the wrong UI paradigm to use a floating popup or tooltip and the buttons should probably be added to the toolbar where the combobox is, or retemplate the combobox and add the buttons (although that will likely be clunky also). If you only need to show the buttons when a particular set of values in the model are set, then consider adding a tiny canvas in a corner of the page or user control so its z-order is above other controls and draw you own tool tip in there, with buttons etc. Then animate the opacity triggered by value on the model.
