AdjustResize dynamically calculates the size of each view so that it can fit as much of them as possible into the screen when soft keyboard is visible. The whole point of this is that the developer shouldn't have to worry about the resizing of the views and the relative distance between them. The system will automatically resize the views for you so that the user can see as much of the views as possible. So, unless you are willing to look at the Android source and figure out a way to override the default behavior (maybe there is a way to subclass input method classes), what you are asking for is not possible.

Python keyboard event does not respect layout
My bet is you need to pass through TranslateMessage in the Win32 API. According to the Windows docs, just firing a keyboard event doesn't map the event through the keyboard layout; that needs to be done separately with TranslateMessage, which applications need to do explicitly if they choose to work at that low a level. I'm not sure that win32api has that method available, but reading around, it looks like win32gui does.

The traditional way of doing this was to handle the WM_INPUTLANGCHANGE message. But there are a couple of problems with this method: it is only sent to the active (focused) window, and it doesn't catch all possible cases, and may not be reliable on modern versions of Windows. It's not possible to detect keyboard layout in AS3. What you could do is check the flash.system.Capabilities.language property and based on the language code pre-select the likely keyboard layout. It's obviously not reliable, so you need to let the user be able to change setting. For instance, French language most likely means the user is in a French speaking region of the world. However if you can somehow grab the event when the soft keyboard shows up then you could change the listview scroll position to show the desired textviews. You are writing in the HTML that your characters are all latin: <content="text/html; charset=windows-1252"> I don't think you want to do that as the characters you are using are not in that charset. try using: <meta http-equiv="Content-Type" content="text/html; charset=UTF-8" /> You also mention you are using an Oracle database, so you may want to check the collation on that db and that table. See the Oracle docs for more info. Essentially you need to make sure Oracle knows you are putting non latin characters into the table. If you set the CHARSET when you create the table it will be much easier than converting the charset later.
