UIButton only partially tappable
Escrafford is right. There was something on top, only it was never visibly on top. I'll add my experience just in case anyone else runs into the same issue. In my game, there are multiple UIViews that have path animations. Their initial frames were initially set to 0,0 and then the path starting points were adjusted randomly. But their initial frames were covering the top portion of the buttons. Thanks to everyone who provided feedback.
