That generally means (used to work for MSFT many moons ago) that any problem or issue that you may call Microsoft about when the service runs under the Local Service account will not be answered or handled by their support staff. Long story short, you're on your own when it comes to errors or other challenges. You're best off running the services under a domain account.

Maybe not the answer you are looking for, but for development on the local machine I always use an HTTP endpoint. I find Net.TCP will only play nice when it is hosted on a server in IIS. You will not need to install mysql server in your server to access remote mysql. Mysql drivers also come with php preinstalled so you will not need to install those drivers as well. However I am guessing you will need to look in to your mysql host parameter in your app config. It should point to your actual mysql host in remote. May be ip address of the server your remote mysql server is in. And your remote mysql server needs to allow your connections through it as shown in link you provided.

Well, this is a common problem with MySQL packages within CentOS 6. Yum is trying to satisfy requirements by installing mysql-libs-5.1.69-1.el6_4.x86_64. This package conflicts with files from package MySQL55-server-5.5.32-1.cp1136.x86_64. There is a way to fix this without breaking your rpm database or uninstalling mysql55, just download mysql compatibility libs from mysql for el6 (CentOS and RHEL6 are full binary compatible). Get MySQL-shared-compat-5.5.32-2.el6.x86_64.rpm (just google for it) and install this rpm using: rpm -ihv MySQL-shared-compat-5.5.32-2.el6.x86_64.rpm. As your code stands now, only one row will get inserted into mysql. The second while loop is looping on the select statement's result set. So when it gets there it is just going to exhaust the result set outputting the second, third and so on results. If that while block is not being executed then you might only have one row that matches the select statement.

.NET Server Scheduling Service - How should I go about this?
A windows service is not a bad idea, its perfect for this kind of application. Unless you end up using standard windows scheduled tasks as the trigger for your command, you need some sort of process that is always running to contain your scheduler. A windows service is an excellent candidate for this. Using a windows service in conjunction with Quartz.NET and some sort of persistence layer so you can store your schedules (in case you need to restart the service or it crashes etc) would be a good way to go. Alternatively, you could write an application that just adds and removes windows scheduled tasks, but considering you have existing class libraries, using Quartz.NET will fit in well with your existing libraries.

Some of this is supposition, as I am a WAMP user by preference but I have used XAMPP in the past: I think that the Install on E: caused the Apache and MySQL services to be installed from the E:xampp directories, negating the G: installed versions. When you uninstalled the E: version it should have removed both Apache and MySQL services. "fails" doesn't give as much information as an actual error message or stack trace. My guess is that you didn't GRANT permission to connect from all IP addresses in MySQL.
