Django Error :: Exception Type:IntegrityError Exception Value: column user_id is not unique
Your form processing method creates a User and a matching Vendor. But you also have a post-save signal on User that creates a Vendor for that user. That means you end up trying to create two vendors, whereas a OneToOne field implies a unique relationship of one vendor per user. Either get rid of the signal, or take the Vendor creation code out of the form processing view.

Can exception handler get access to globals and locals variables at exception raise?
The stack trace is a linked sequence of frame objects; each frame object has a reference to the globals and locals for that frame. The traceback object has a tb_frame attribute, this is the 'current' frame. The object also has a tb_next attribute, the link to the next traceback object in the stack. Each frame object has f_globals and f_locals attributes, both are dictionaries. The inspect module documentation has a handy overview of the attributes found on traceback and frame objects. You may want to look over the traceback module; it provides a higher-level API to manipulate and display tracebacks.

TimeSpan string format exception
In .NET version 3.5 and earlier, the TimeSpan struct wasn't IFormattable. Using a format string as in string.Format("Ipsum {0:HERE} ipsum", yourTimeSpan) would just ignore the format. Web Service Exception: "The formatter threw an exception while trying to deserialise the message"

Is it possible to catch a runtime exception and throw an application exception instead in the same transaction ? (ejb)
taking a step back here.... why would you want the second bean to persist the same object if the first one already does.. and that too in the same transaction? Maybe you should rethink the original solution before messing with the way container handles this exception? Coming back to your problem, is your Application exception a sub class of RuntimeException by any chance? Also, if you have to do it this way, can you maybe manually commit the transaction at this exception?

If you want to pass this as a string to JavaScript you really need to use CAPICOM_ENCODE_BASE64 - otherwise the values in this buffer could be anything, including values outside the character space. Some code obviously checks for this, causing your exception. If you only need to use this internally in your plugin, don't use strings but e.g. a std::vector<WCHAR> or just use the BSTR.
