There is a standard algorithm Subset Sum Problem for solving this. Problem says You have n integers. Divide n integers into two sets such that |Set1| - |Set2| is minimum. where |Set(i)| represents the sum of elements in ith set. I see you have a similar problem here. Assume your containers as two sets and each box height as an integer which is going to be put in that set. Highcharts width exceeds container div on first load
I had a similar issue with centering the highcharts graph it gave. It would center and size correctly for some resolutions but not all. When it didn't, I had the exact same symptoms you're describing here. I fixed it by attaching/overriding additional css to the highcharts default. so in a custom css file, adding .highcharts-container{ /** Rules it should follow **/ } should fix your issue. Assuming that your div "hg=graph" has nothing but highcharts.

Get auto height of an element without setting height to auto
You can take the scrollHeight of the element and optionally add top and bottom padding and border depending on the box-sizing property. You may get into some inconsistencies with different browsers (see http://stackoverflow.com/a/15033226/1669279), but if you really want to avoid changing the height property, this is the only way. Oh, one other idea: you can set the height of the parent to auto and set the height of the element to some % value, which will turn the computed value to auto. Not sure if that is in the spirit of the question even if you don't literally set the height to auto. CSS or JQUERY Vertical Scrollbar BUT WITHOUT SETTING HEIGHT
In your .parent div you have a margin-left: 2% and margin-right: 2%. Remove the margin-right: 2% and make the width 98% and your scrollbar will appear. The reason for this is that your margins push the scrollbar off of the screen, when the width is 100%. I would also suggest removing the overflow-y: scroll from the <html> tag, as it just seems to create a giant disabled scrollbar, could be confusing to users and seems to be a waste of space.

I tried to reproduce the error you are describing of that the Vertical Scroll bar is not displaying, but when I fill the textbox with more text than it's height holds, the scroll bar shows. One thing what you can do is give a maximum size on the HTML form. <input type="hidden" name="MAX_FILE_SIZE" value="4194304" /> It's not bulletproof, but it has some impact. Why this is not so good is explained in this comment - it is only checked by PHP, so uploading will start and continue up until this limit is reached. My recommendation is that you could use that together with a javascript solution, as described here. It only works if javascript is enabled, of course.
